I think it's basically a shut off valve. If you want to inject sea foam or cleaner into the carbs you throw that to 90? and inject into the schrader valve.

That is a choke solenoid. With the lever turned back over the solenoid body it will inject fuel in to the manifold behind the carb for cold start. If you rotate the lever to the other direction, it will inject fuel into the manifold for starting the engine manually, with the recoil starter. It should remain positioned over the solenoid body to work when you push the key in to choke. It should NOT leak any fuel. There should be parts availabe to repair it.

Thank you, gentlemen. I have ordered a new valve/housing from Wholesale Marine. It will be here tomorrow.A local dealer graciously gave me a new (used) handle (without the injector function) but it leaked worse than what I had before.
