69 merc 650 65hp limiter switch???

Does a merc650 65hp have a switch that limits the output in forward gear? My motor engages forward gear and gets up to about 5 mph. No tach so don't know the rpm's but sounds low. I checked spark, compression, fuel, and all seems to be in working order. I can rev the engine high while in reverse and get the output it should have just not forward. Didn't know if anybody had any advice or advanced knowledge of these late model motors. I would be greatly appreciated cause this is my first boat and can't wait to get that sucker to full throttle.

I don't think the limit switches appeared til the late 80's early 90's.. You can always put on a counter rotating prop and then reverse would be forward (Kidding)
