problem planing out 15 fiberglass 65hp

So I have a 15' fiberglass boat with an old 65hp merc in the back. This boat has a problen getting up on plane. When it does not get up it plows water at 12km/h. The only way to get it going is to sit with feet over the bow. Once this is done it takes a few seconds and up and away we go with a max speed of 42-44km/h. I tried moving the battery forward and even adding a second battery to get weight up front... No help. Oh, all this will only happen when the motor is in the top trim hole... Weird!

Prop is a 13p

Any ideas?

Have you tried in the bottom hole? I would bet the flotation is waterlogged. Weigh your boat and compare to factory weight.
