1974 20 hp cylinder tubing

I have a 1974 mercury 200 (20 HP). Can anyone tell me what the outlined tygon tubing in these pictures is for? Should both of them be flowing fuel when the engine is running? And in which direction? Any help would be appreciated. There is a fitting at the top and bottom with a "T"-fitting in the middle.

Thats the oiling system for the upper/middle and lower crankshaft bearings. Yes you will see spurts of fuel in tubing and from bottom to top is the travel...

Thanks a lot Faztbullet, is it just normal fuel flow of the engine that pushes fuel through the lines. I have never seen fuel get up past the T-fitting in the middle. I know its not plugged because I checked it when the engine was apart this winter. Can you think of anything else that would prevent it from getting to the top bearing? Thanks
