'92 40 HP Mariner Mag Rough Idle

have a '92 Mariner Magnum 40 horse that dies quickly at idle. bought it last year and had mechanic rebuild the carbs but i dont remember him readjusting idle speed & mix afterward. i replaced the plugs and it ran better and idled for a while but now the plugs look both carbon fouled and a little oil fouled.

can I just make these adjustments or do i need to follow the whole tune up procedure outlined in the Seloc? do i really need to adjust the ignition timing, throttle plate and full throttle stop, or can i just turn the damn screws?!

thanks for your help, i just dont want to turn a running motor into a non-running motor because i wanted to save a few hours.
