2000 Yamaha F25ESHY rough run problems

ok, I waited too long to winterize last yr & apparently shredded my impeller, I assume it was frozen in place. This spring I ran it with ears & forgot about the winter & it seemed fine so I launched it, ran great till it overheated, I shut it down, pulled it apart & found a completely shredded impeller, nothing resembling a fin & more troublesome, no pieces I have great flow thru the peek tube now so I assume its getting good water but it only runs well for a minute, then it starts breaking up & chugging, the only way I can get it running smooth again is to turn it off & restart, which lasts for another minute. Is it possible its still running warm? maybe pieces of the impeller are stuck somewhere? It has a brand new carb this year, the choke was failing last yr & a new choke is 285 but a new carb with the choke included was 265, go figure. Any ideas would be appreciated, I bought this engine new & its been great till now, I'm stumped, this is a 25 hp 4 stroke
