225 optimax alarm

I just got a 99 225 mercury optimax. It works great until I shut it down and restart it. Then I have a alarm going off and it is in safe mode. I have put in 2 new throttle positioning sensors in. Checked oil level. Changed fuel filter. It always works great when you frist put it in. Run forever stop and go again everything is great stop the 3rd time start it beep beep beep on and on. Any suggestions? Thanks

What is the max rpms you can get that makes you think it is in safe mode? I would look on the back of the block and check the water pressure sensor hose for restrictions, should be a grey or black small hose with quick disconnect fitting.

Thanks I will check the things you have mentioned. The motor will not go above idle right from the time I start it when this alarm is going off. I have had the water low water pressure sensor go off before when I have had the motor up to high.
