You need to post the model number, it will tell exactly what engine you have.

Same thing when I first got my 25hp Johnson. Choke had to be partially out.

The jets were partially clogged. I added a pretty good dose of SeaFoam. Every time out the choke needed to be open less and less. Now, no choke after start, let it warm up a minute, and go!

SeaFoam Is Not a fix all. Carbs may need to be disassembled and cleaned for it to run right. Just saying it work well in this case. Can't hurt to try.

Like the last post said. The idle jets are clogged. This is a medium to major issue for any motor. If the jets have varnish restriction then you are running lean. Which over time will ruin you motor. Time for a can of carb cleaner and a carb kit. Total cost anywhere from $25 to 75$.

After you are done it will run like a new motor.

Hint. Before playing with any idle screws. Mark the position on the carb body to the flat on the screw. Then screw them in and count the turns. That way when you put everything back together you can set it back to where it was. The reason for the mark is the varnish will give you a false reading when going in. But when youcome out you can set it back to the factory settings. Just a hint.
