1974 70 hp evinrude....no spark at any plugs.....any ideas?

I've got a 1974 70 hp evinrude that has been.sitting for 15 yrs. I've rebuilt or replaced everything I kknow to rebuild or replace. Motor turns over strong now and everything is clean. It has new plugs and plug wires look clean, but no spark at any of the plugs. Does anyone know what to check first? I'm pretty mechanical, but not the best at troubleshooting electrical.

Look on the power pack for a black wire with a yellow tracer, disconnect it and see if you have spark. That is the kill wire for the ign system, if you get spark with it disconnected you have a problem upstream.
Make sure you do not have plug wires connected, if it would start the only way to shut it down is to choke it down.
