Steering Question

How hard should it be to move an Alpha One outdrive that doesn't have power steering? With the boat on trailer and steering cable disconnected I can just barely move the outdrive left or right. It's impossible to turn with the steering wheel when in the water. The steering wheel move freely with the outdrive disconnected.

If the steering cable is disconnected you should be able to swing the dirveback and forth easily. If it not easy you most likely have an issue with the hinge.
