Water pump is probably not the cause of the runability problem, are you on the hose or in the water? I would get a can of carb spray and in really quick bursts like a 10th of a second spray into the throat of the each carb. If rpms pick up, cylinder is lean, rpm drop, probable proper air fuel mixture, no change improper combustion chamber: no spark, bad compression, bad spark plug, etc.
