It is not an Evinrude, it is a Viking, made in Canada by OMC. In USA, they were made by Gale Products Division of OMC under various brand names. Gale/USA production ended in 1963 with model number 15D15, so I suspect yours is a 1964. Yes, it seems that Canada continued to produce them for a year or two after US production ended.
As I said, the motor was made under various brand names so you have a couple of choices to look for in a motor cover.
