1978 evinrude 55 horse overcharging ?

Hello all, voltmeter on this engine shows 16 - 18 volts at normal rpms. A new rectifier didn't change anything. Seems high, is this normal ?

If it's an unregulated system, it can. I've had the voltage on my '76 70 hp up to about 18 volts. I Found that by running a larger battery my voltage only gets to about 15v.
