98 yamaha saltwater series 2 150 2 stroke, will surge while running. have used throttle body cleaner with no results, any help?

Next time it does this, have someone squeeze the primer bulb, this will eliminate the lift pump(s) to the Vapor Seperator. You may have a fuel restriction. After that check the fuel pressure at the VST.
