95 mercury 25 horse

I'm having problems keeping it running. I have changed all the fuel line, and bulp. I have also put in a carb kit. It will run for about a minute then it idles high and dies out. If you pump the ball constantly or hold the tank above the carberator it will keep running. Any suggestions on how to fix it?

The fuel pump is on the side of the carb, and was rebuilt at the same time. Whats next?
