also if he blows a bit of smoke from the prepeller, what is that?

On the end of the tiller, there is the dead man switch. Turning it clock wise will increase the idle. Ideally that is supposed to increase trolling speed. If you want to set the base idle, back the dead man switch all the way down. On the cable linkage in the motor cowling, the cable clamps to the housing. Look at that connection, it has a threaded plastic piece that connects to the linkage. Adjusting that up and down on the threaded plastic cable end will change the base idle. Hope this makes sense...Edit found one of my old pictures, ignore the red arrows.
