***Urgent Help Needed Yamaha F150TXRD Wont Start

I am looking to purchase a 2005 Yamaha F150TXR 4-Stroke that is in the process of being installed on a boat. The rigging is not complete and there is no gauge harness. The seller says the boat will turn over but will not start because of this. Is this correct? Here are some pics of whats there...

I would wait until he buys a harness and completes the rigging. I could be wrong but all the YAMAHA harnesses I have fooled with are one piece, engine and gauges are in the same harness. Lack of gauges should not affect the operation of the motor. Something is wrong here. Wait until the engine is running. FRED

Yeah Ive gotten 4-5 different answers from local mechanics. #3 is the main harness and Im guessing one of these is what I am missing??? IDK Im confused?
