penta sx-m shaft seal carrier stuck

i have the lower unit on my 2001 sx-m on my bench trying to replace the seals. i have removed the set screw and the retainer from the carrier. i have a puller on it but it wont move.i've tried penetrating oil and heating the housing with a propane torch but it doesnt move at all. what am i missing?

If you are talking about trying to remove the propshaft housing (the one that holds in the propshaft), DONT PULL....it screws out. Use the Volvo special tool or equivalent.
