Tilt/Trim not working

It's been about 3 weeks since I had the boat out. I hooked up the charger this morning to the battery and heard the Trim motor try to run (it was all the way up and secured). The problem seems to be with the switch at the console. I cut the wire and was trying to run it up/down from the switch on the outboard. I can hear the motor running, but it is not moving the motor in either direction. I would appreciate any ideas for troubleshooting this.
