we changed out the water pump on our 2003 25hp johnson tiller pull start. After we put it together the prop stops when in forward and moves when in neutral. It spins in reverse too. It still dosent pump water so I'm doing the thermostat next.

just out of curiosity did the other impeller look reasonably intact? (if not you may have pieces of impeller in your water jacket....)
have you tried to clean out the pee hole? (if not try a piece of weed eater string, or a metal coathanger or toothpick... heck you get the idea.)
did you try using hose or compressed air to see that water was able to get through the lift tube and through the block?
did you remember the pin for the impeller (assuming it has one as I am not familiar with the 2003 25hp
hope one of these simple cheap fixes takes care of the issue.

The impeller was reasonably intact but chewed I didn't try to clean the pee hole
But the head starts getting hot after a few minutes and i did
Remember the key for the impeller so it won't slip off. I replaced the whole water pump housing

a) pump not assembled correctly
b) you missed the pump outlet with the water tube
c) the grommet in the pump outlet got folded over during final assembly
d) incorrect parts used
e) pump body not well sealed to wear plate
f) pump housing or wear plate scored (if complete kit not installed)
g) pump air bleed hole plugged
h) water not deep enough for the pump to do its thing
i) debris stuck in water passages
j) stuck thermostat or vernitherm
k) key missing or incorrect
l) you went cheap and installed only an impeller, rather than a complete OEM kit
m) diverters missing or incorrectly installed
n) pump rotates clockwise looking from the top

The vanes make no difference ... if you install them incorrectly oriented, they will flip to the correct position upon rotation.

The running in neutral is likely something you did which changed the effective shift rod length.

i dont like the whole muff thing can put false pressure in the system from the water pressure. i would check all the installation. if it worked before you took it apart then i would bet in in the installation

Did you try blowing water or compressed air into the water tube when the LU was down? Are you sure the impeller key is installed correctly? Is the pump body sealed to the plate? Clearly, something not right or it would pump.

What pn pump assy did you use?

Have you tried it in water yet? I have a 99 35hp, and it will not pee on muffs. Put it in water and it is fine.
