Trim wont go down

Hello,
I just dewinterized my boat and was unable to lower my lower unit.It is a 2007 bayliner 4 cylinder i/o...i have attempted to bleed the lines, grease the cylinders and i know the pump works....I also disconnected the cylinders and they would still not move even when removed from lower unit.....any advice???? the fluid is full and clean!!!!

does the pump work when hitting the down trim.it may work when hitting the up button and this will point towards the solenoid.can try taking a live direct to the green wire on your trim.if it works solenoid needs replacing.a quick memory reminder blue wire =sky/up and green wire =grass/down

if the pump squirts oil when bleeding wouldnt that mean the pump was working?
