2000 johnson 90hp leaking oil and gas mixture from all exhaust ports

hi, i have a problem with a gas and oil mixture leeking from prop, lower unit and exhaust ports. I had water in the fuel and trouble starting and idling the motor. checked the lower gear oil and its fine. is this carburator related or is it a lower unit problem.

sounds like your plugs are fouled and fuel in the cylinders isnt being burned. is it oil injected? or do you mix. johnson mix is 50:1 or 2.56 ounces per gallon of fuel.. water in the fuel is a problem. start over w/ fresh fuel and new plugs and keep your fingers crossed
