Mercury XR 2 150 no water at idle!!!

I have a Mercury xr2 150 and there is no water coming out when idleing but it comes out when it is giving gas. Wondering what the problem could be?

change the impeller it,s worn

That impeller takes a set over winter, and should be replaced every spring. BTW, I wouldn't run that engine without a water pressure gauge on it.
