Replaced powerpack, regulator compression on top cylinder of 60 bottom cylinders 0 and 0 have been told this may be a stuck valve the manual talks about head gasket being gone does anyone know whats wrong motor has been sitting for a year but before it did sit it was playing up on its last trip you had to keep revs up to get it home? please help

Who ever is telling you "stuck valve" doesn't know what he is talking about.
Two stroke motors do not have valves.

At minimum, if you are truly doing the compression test right, you have to pull the head to inspect the cylinder walls and pistons.

I agree that you need to remove the head, but I think it is much more likely that you have a blown head gasket. Easy fix.
