Motor slowed to a stop and won't start

I'm looking at buying a boat that has a mercury 20 hp. The engine is not running. Seller claims that he was on the water and and motor just slowed to a stop and now doesn't run. Says the pull start won't budge so I assume the engine is seized. He also stated that the hole that expels the hot water for cooling was just dribbling a small amount when it happened. Do you guys think the engine is junk or that I may be able to rebuild it? The price is right on the boat and I am willing to put a little money in the engine. Any opinions would be appreciated. Thanks.

We need the year of the engine. Whatever year it's a gamble and you would need to do the work youself to make it at all worth it.
