Merc 7.5hp Fuel running out of carb at choke and running,plug not firing,rope starter

Just finished installing a lower unit seal kit now I'm looking to repair this problem with the fuel running out the throat of the carb. It's a 78 7.5hp. Another problem is one plug seems not to be firing. It is wet, gets spark, and both cyclinders have 100 psi compression. Also anyone ever change the rope on the rope starter? If so how is it done? Any suggestions will be appreciated.

Clean and kit carb,.
Sounds like needle and seat are not
seating (flooding carb)
Fuel pump diaphragm might be bad flooding
the cylinder that it's not running on.
