1989 Merc 35 tell tale

Hey guys, I just got a 89 merc 35. I went out to test it today and it started up right away and idled quite nice. However, there was no water coming out the hole after about 30 seconds or so, so i shut it down. Started it again, same thing sifted into fwd and rev about 30-45 secs, then shut it down. A few points: I can feel air pressure on my hand near the hole, so I don't think the line is blocked. Water pressure in the muffs is also quite good. The outdoor temp got to a high of about 7 degrees celsius after being about -3'C all night. Now im not sure if this model has a T stat or not, im not too familiar with it yet. I've read about some other mercs and they say they need to be warmed up before it calls for cooling. So as im not sure about this model, i didn't want to chance it. Thanks for all and any advice!!
