Unable to remove lower unit to replace water pump prop. All lower unit
bolts removed but unit will not drop.

you have to disconnect the shift rod look under the carbs where they bolt to the block

Bob427 is correct. The shift rod extends up the exhaust housing, and connects to the engine just below the carbs.
I found mine when looking from the starboard side...look under and behind the carbs. I then removed a bolt holding the shift linkage to the block. I could then reach in with a long needle nose pliers to remove the pin/bolt which is holding the shift rod to the shift linkage. Good luck...not really difficult...just irritating.
