95 evirude looper issue

i have a 1995 115hp evinrude looper that is having troubling idling. It also sounds like its loading up on the spark plugs. It runs fine then throttle jumps, rpm shoots up, and it sputters out. I initially thought it was a fuel flow problem, but I have cleaned the carbs, change the inline fuel filter, spark plugs, and fuel water separater. any other ideas?

sounds like you may have a leaky needle valve in one of your carbs..you need to pressure test the..I do it by simply using a piece of fuel line and try to blow into it while holding carb upside down...also do a link and sync

could these be why there was a lot of fuel inside the carbs?

your float/needle valve opens and closes your fuel flow keeping an exact amount of fuel in the carb bowl..if the float or needle valve is not set and in good working order and free of debris it will cause your bowl to flood or starve for fuel.
