Should an accredited marine surveyor been able to detect water in the hull of a boat and wet wood under the fiberglass of a boat with their moisture readers or is this beyond there capabilities?

Moisture meters work by checking the surface of wood, or some have pins that check just below the surface of the wood, but not under a layer of fiberglass. Like Bond-o states, if they can't access an area, they can't check it.
