'71 Johnson 9.5 water leaking around rewind starter retaining screw.

I noticed water oozing and dripping from the starter retaining screw area. The starter screw also holds a cover over a port or jacket that seems to be leaking cooling water. I don't see any sign of an old gasket under the cover so I hesitate to make one with sealant. Wondering if water is supposed to be in that jacket or is there an internal leak that needs to be addressed? Or any other ideas?

Thanks dew2. The break down of the starter shows that there is a gasket required. #9 a bearing head gasket. I looked all over for a break down thanks for the link to Crowley. I assume then that the water there is normal.
