Yamaha trim/tilt problem

My L225 txrx motor won't trim up all the way. It slowly comes up to about where it would begin to trim up fast and won't go any further. It trims down ok. The trim motor runs fine and switches work as they should. I've heard the motor has to be up all the way up to check and add fluid. Also I'm on a lift which makes things like this a real PIA.
Any ideas?

Find some real shallow water to back your boat up into or a trailer to load it on to, so you can manually lift the motor all the way up and check/fill the T&T.
If it is low fluid , that means you have a leak that needs to be fixed also.
