No water flow inboard motor

I have boat that wasn't winterized and the block broke. It is a 5.7 penta. We have put another engine in. We placed a pair of water muffs over the lower unit before we started it. Engine runs fine, but it doesn't appear we are getting any water flow from the lower unit to the engine. Will the water muffs work for this or does the boat need to be in water?

What shape is the impeller in?
Are the hoses on the raw water pump the right direction for flow?
Are all hoses on the intake side tight? If there is an air leak, it will not pull water.

The impeller was bad, I am replacing which I should have done to start, and I will check all the hose clamps.
