fuel level in a water seperator

Hi,
I have a 1997 evinrude ocean pro 175hp. If I prime the bubble and run the motor for
ten or fifteen minutes, then turn off the motor, unscrew the water seperator and it is half full of fuel ,is this a fuel pump problem? If the motor is in the water and I run it for thirty minutes and turn it off for about one hour or so, it start right up but when I give some throttle it dies, but if I prime the bubble it will run, so with all of that could this be a weak fuel pump?

Is the separator up or down stream of the bulb? In any case you have an issue with fuel flowing back into the tank. Could be the drain back valve at the tank outlet or check valve inside the bulb/primer itself. The primer bulb should be installed pointing up.
