1968 - 18 hp - float 375919 <-> 0396514

i have a 1968 - 18 hp evinrude. i just rebuilt the carurator with a 0396514 float (the varnish coat had deterorated off the cork float). Now at when I try to go wide open the motor will speed up then slow down a few times then try to die.
I'm pretty confident that I have all the trash out of the lines between the tank and carb.
I suspected the original fuel pump to be bad so I borrowed an 18-7350 left over from one of my 70's model 18 / 25 projects.... this pump was marked as "unknown condition".

Can the 0396514 float be installed upside down so the bowl can't stay full ...... or do I have a fuel pump problem ?

The pasrt manual for the '67 18hp (the closest I have) sez to use the 375919. Where did you find out to use a 396514?

It could be that the float is adjusted too "low" and it is not letting enough gas in (shutting off too early).
If you can pump the bulb and it picks back up, then suspect the fuel pump.

Update: The float was upside down. How'd I miss that ?... the float has a stop tab to prevent it from dropping so far the needle will fall out. I had it opposit and the float design gave it a lot less fuel travel when installed that way. So, I flipped it over and plan to test it today. Assume no additional news is good news :)
