88 100 hp Merc Kill Switch position

Can anybody help me with the most basic question of, Is my kill switch supposed to be in the up or down position? I am troubleshooting a no start issue and when its in the up position it sputters but does not start, down position motor just spins like it has no spark. Thanks!!

Up is on. If you look closely, in the up position the switch handle will trap a loop end on a lanyard between it and the switch guard. Pulling on the loop would then flip the switch down, killing the ignition.
