myself. i'd start with a compression test. see if ya got something to work with.
what is wot? should be between 3900-4300, leaning towards the higher number with your normal load and trim
timing is supposed to be 6* btdc. if it were my boat with points. i'd set dwell first to 31-34* then set timing to 6* btdc.
ya must have a auto distributor. marine distributors don't have vac. advance.
did ya R&R the fuel filter + clean the screen filter at the carb.
is the flame arrester clean.
if all is good and ya've checked the ign. side to be sure it's set proper. then i'd move over to the fuel system for issues. like does the accelerator pump on the carb work. like squirts some fuel into the carb with advancing of the throttle.

is the hull bottom clean.?
ya got the proper gear ratio on the drive. 1.65:1?
what pitch prop ya got? on my 19' i run a 19p aluminum.
i'm sure others will have some better ideas than me... i'm just joe boater...
