shifting my Seahorse 15

I have a J15RCNC seahorse, it runs great except every once in a while it seems to not want to power up? it shifts and when you turn the throttle it dies. I think the ldle speed knob interfers with the shift inkage.
I believe the last owner just twisted that knob (not knowing why or what for) and its now its not set in the proper factory location. does anyone know how far in or out it should be? I know this is probably not "boat lingo" but that seems to be the issue, if I remove the cover and "fiddle with it " it works just fine and away we go!

Turn the slow speed knob clockwise until you lightly "seat" the needle valve, then back it out 1 1/2 turns. That will get you "in the ballpark" with your final setting which might take a few trial and error attempts. When you take the cover off, what are you "fiddling" with?

I remove the cover and turn the shifter back and forth and then it seems to "open up"

Did you confirm the problem with your outboard not throttling up.

What do you mean by "seat" the needle valve?

seat=screv in needle slowly until you will feel some resistsnce,and needle will not go more in.but be very careful to not aply to much force.be gentle.
when you feel resistance just screv out 1.5 needle turn
i would do it in this way.
first take out black knob, take long nose plyers,grab needle and slowly turn in until resistance and 1.5 out
put back knob in midle position.
start engin and warm it up, start to turn knob in "lean" or "reach" position to find best run
