Is this with the motor down and the boat NOT under power?
Do you have a single cable for steering?
You might need to disconnect the steering from the motor and make sure the motor is not binding and try the steering while it is not connected. The cable might need to be replaced and iboats sells them or the motor might need to be lubed.
