will not start when put in the waterr

I have a 1998 Mariner 150L 2.0l 2 stroke v6 outboard
it starts at home after being prime. As soon I put it on the water it's a major pain to get it to starte. starts once on ideal shuts off or all ok.
after a hour or two this thing will not start again had to be towed in twice after the first time I was told to change the plugs and went out and again towed in again any ideas. thanks

When was the last time the fuel pump was rebuilt?
Do you have a fuel filter on it and when was it replaced/cleaned?
Has the boat been sitting long and if so was the fuel stabilized before sitting?
Just a few questions to get started and then go from there.

have not rebuilt pump, changed the fule filter two weeks ago together with fule and water seperator.
has fresh gas in it with stabilizer

Rebuild the pump.with today's fuel and all the alcohol it's a thing I do every other year. A kit is about $20. and if you do it your self you save about 50 more.
