Power Rating

I'm wondering what the deal is with the power rating of my boat. That is, if I start doing major custom work, when does that plate no longer apply? This is purely out of curiosity, I don't plan on converting my old outboard into a jet boat any time soon. But lets say I did. The hull is rated for a 90HP. If I gutted a waverunner and put the pump and motor in there, would I still have to limit myself to a 90HP 'inboard' motor? Would I be able to do whatever I wanted since it was all custom? Would I technically be limited to 90, but since I was going from outboard to inboard, no one would ever really know what I was running?

Again I'm not actually DOING this, I'm just curious how it would work if I did do it.

Ayuh,... I call 'em Experimental, 'n do as I darn well please.....;) :D
