I just purchased a 1957 evinrude 18 hp that has been unused for 5 years . the Shift linkage is very stiff. Is there a way to loosen it up?

There is a good possibility that corrosion has set in at the shift shaft. You could spray the hell out of it with PB Blaster and work it free. Worst case scenario is, you'll need to pull the power head and remove the shifter shaft and clean it up good. Then re-install it with fresh new grease.

Separate the shift shaft behind the window (2 screws secure the panel on the side halfway between gearcase and powerhead). Once you get that access panel off, remove one of the shiftshaft connector bolts completely and test upper shifter function. If iit's still sticky, you know it's corroded behind the shifter handle, and probably not gunked up in the gearcase itself. Then, PB Zepherblaster time! Good luck!
