1988 85hp force, no spark

I just bought this motor and it has no spark. I took off the flywheel and looked at the stator and it looks fine, just a little rust that I cleaned. the power packs and coils actually look new. only thing I can think of is someone wired it up wrong.
Any thoughts very much appreciated.

Make sure you have the Tether switch Connected.... I like an idiot boat my boat and it wouldnt start no spark .. owner didnt give me the key for the tether... It wasnt until i actually put my hand leaning against it ACCIDENTALLY, While cranking the engine it started... Man did i feel stupid... my boats an 1988 85 hp force...
