Compression/spark OK?Then starting fluid.Use it sparingly.
That don't work.Try the flywheel key.J

Is your model still with a distributor or with the trigger under the flywheel?I would stay away with starter fluid and use a spray bottle with gas mix and spray into the spark plug holes.Alot more friendly on the motor.Test if spark jumps according to spec. and see if she sparks at the correct time.If that spark is not nice and blue/strong she wont run.Battery full charge,if when cranking the switchbox needs at least 9 + volts or more to start.

That motor should have the battery CDI/ distributor ign. There is no flywheel key, but outer flywheel can get installed incorrectly. Put a timing light on the top spark plug wire. Idle timing with the carbs just about to open should be 4-6* BTDC. A service manual would help a lot
