59 Johnson 35 manual start chatter??

I have both electric and the manual starter on this motor. When I used the manual starter with the motor on a stand, I can pull it and it sounded normal for testing spark. I got a nice thunk, thunk sound. When I put the motor in my garbage can filled with water, pulling the manual starter produces a sound and feel like the pawls are slipping. I was able to start it using the manual starter, but that was after the engine was warmed up. What would cause it to sound and operate fine when not in water, but slip when in water??? Is that just the compression relief and I'm not used to it yet??

Without a manual or parts break down I can't tell you, but I think there was an arm that came off the top of the rewind that ran the compression release if it's still there. I'm sure somebody who has better info will chime in here.
