this 93 70hp evinrude #e70tlets the lower bottom is loose but holding on by a thin rod from the motor to the lower unit how does this come apart:confused:

That one may have the shift rod that unhooks under the carb. Follow the shift linkage from the shifter end of it.

Evirude motors have a shift rod that is secured to the shift linkage. The release bolt or clip is located usually under the lowest carb. I recommend you purchase a service manual before you go any farther. It is easy and expensive to damage components.
