40hp Johnson lower unit drain plug, no gasket?

I was changing the gear oil in my lower unit and noticed that the drain plug didn't have a washer/gasket/seal other than the bevels in the plug itself. The top plug did. Is this normal or do I need to fit an o-ring or some such? The parts diagram in the manual does not show it.

The old oil was free of water so it must have been holding (unless I dropped the seal on my driveway and didn't see it).

The washer gasket is part no. 311598.

Buy them in bulk, and never re use them. They are crush washers, and are intended to be used only once. You are lucky there was no water intrusion. May have been there as well and it fell or is stuck in the hole?
