BTDC = Before Top Dead Center. Top dead center is when a piston is at the exact top of its stroke. BTDC is typically specified in degrees of crankshaft rotation or as the .195 seems to indicate, .195 inches(??) before the piston reaches top dead center.
I have no idea what the 341/2 means other than 341 divided by 2 but that makes no sense when adjusting points. Since there are 360 degrees in a circle (also equal to one crankshaft revolution) I suppose a piston that is .195 inches from top dead center might also be at a point where the cranshaft has turned 341 degrees and therefore BTDC. Points are set using a feeler gauge with the rubbing block on the movable arm of the contact set sitting on the high spot of the cam lobe.
Lastly -- what in are you working on. Think that might help us a bit?
