Tohatsu 3.5 4-stroke running slugglish

My tohatsu 3.5 4-stroke is running sluggishly. It starts right up and idles fine, but hesitates off and on when I rev it, whether its in gear or in neutral. Anything other than cleaning the carburetor and putting in fresh gas (I've already done those several times) that could be the problem? Would a new spark plug help?

What is the gap on your plug, and what is the condition of it? Did you review the service manual to verify that the timing is correct and advancing properly? Is the valve lash set correctly? And of course, when you cleaned the carb, did you do a thorough disassembly, 4-hour soak in real carb dip, followed by a blow-out and reassembly?
