My guess would be you have something wrong in the valve body under the tilt mtr or the coupler is broken between the tilt mtr and pump below it. If you're going to work on this yourself, get an OEM factory service manual.

thanks that is what I will do
I have tried to bleed the air out of the unit
the pump will move the two rams forward that control the trim but
it does not have enouhgh power to move the engine(motor)
so i don't think is the coupler but could be a valve issue

I'm sure you've heard other t/t mtrs run before. Does yours have the nice high speed whine as others have?

yes it dose in up and down mode
it will build up some pressure when I bleed out
the air through the emergency release screw on the side.

Tighten up the manual release valve and get it in the full tilt position. Top off the resevior and then try to cycle it up and down. Top off the resevior again see what happens. If you get it to work, cycle it up and down five times and then check fluid level again.
